Bought a ladder step pad kit from Catalina Direct and I have real doubts about drilling the top ladder step to install the step pad with pop rivets. What if the top ladder step (the one that the two mounting brackets are attached to) is a solid steel bar that the mounting brackets are are attached to? Without taking it apart, does anyone know if you can drill and pop rivet the top step and still have the ladder swing freely?
