Install winch & line clutch

I'm planning to install a winch, line clutch and deck organizer on the port side of my 1981 Oday 28. Is the deck around the hatch slides reinforced with plywood or balsa? How do you access the overhead inside the cabin to install backing? It appears the starboard side winch and line clutch are bolted through the liner but there are no visible nuts and bolts for the starboard deck organizer.

Im pretty sure mine is balsa also though I read somewhere that the area where the mast passes through the deck is cored with plywood. I guess what I'm asking is, are there ares which are reinforced with plywood either as a core material where winches or other equipment may be mounted or are there plywood backing plates glassed to those areas and if not, how does one access the area to put in a backing plate between the liner and inside area of the cabin top?

Our 34 has balsa cored cabin top - the only plywood I have found was under the genoa tracks and at the chainplates. Our cabin top winch was bolted through the liner with a backing plate on the interior. It seems that close to the companionway, the liner is pretty tight up against the underside of the deck. I added a couple of deck organizers, but they are in an area of the cabin top around the main salon hatch that has a vinyl covered removable liner, giving access to the underside of the deck. From what I recall of the 28, you should be able to go right through the liner and place backing plates on the inside.

On our 28, the PO drilled access holes in the liner. There is significant gap between liner and outer skin.
