They are quite well built boats though this is not one of German Frers faster designs. Most came with Volvo's & many sailors are not happy about parts prices and availability. They are also a cored hull. It is my understanding, though I did google it to make sure I had not made a mistake, that German Frers designed the 31. Mark Ellis did design the 35 and the Nonsuch's..I believe the Niagra 31 was designed by Mark Ellis and the boat was built by George Hinterhoeller. Mark Ellis is a Canadian, who I believe lives in NY now. The Niagra 31 is not a boat that I have owned, but have sailed and sailed against and have worked on. I think Hinterhoeller did a subperb job on all those boats (Nonsuch and Niagra). They quit when there was a fire in the plant and George has since passed away now. The Niagra 31 was a very nice sailing boat and quite good looking, I think. Get a survey and if nothing serious shows up, buy and enjoy. They are very well built and have a good reputation for quality.
