Any marina that did not have these sorts of regulations in place is not a place I would want to stay at. Stray electrical currents can cause FAR more damage to your vessel than the cost of a UL & ABYC approved shore power cable. Many marinas have also banned the use of auto type chargers for batteries.

Also, keep in mind that the only circuit protection you would have converting a 30 amp Guest type twist lock to a standard extension cord is a 30 amp breaker. This would be more than the extension cord is even rated for let alone what ever charger you used.

A small solar panel may be a better choice..

The standards and safety protocols marinas use are in place for very good reasons and a born out of years of bad practices by us boaters..

The clostest boat to mine is 30' away using an extention cord. The boat doesn't move. It has no hatch boards. The guy ran the cord to keep the batteries charged so it wouldn't sink when it rains. Is there any way to check and see if he is leaking off current? OR is 30' far enough away that I won't have a problem?
