I have pasted my original problem below.
I would like to thank everyone who gave a me a reponse to the problem.
It seems that I have found the problem. On the H38 the factory mount the fuel/water seperator on the starboard inside of the engine compartment. After clogging filters and having to remove the air intake hose, air box and the racor unit off the wall to put a strap wrench on the filter to loosen and replace filter and then to remount. When I relaced the air intake hose back onto the airbox I mounted it at an inclined angle and when the engine was brought up to cruising speed, the engine would torque and the hose inlet would suction onto the rear engine compartment insullation and choke the engine out. To solve the problem I just re angled the hose away from the insullation and it now runs great.

I have been sailing my Hunter 38 for the past 3 years. I do regular maintenance and have had some great sailing trips. Recently off Pt Dume, CA I clogged a fuel filter. The filter was changed out and ran great. Months later I clogged another filter this time I was a bit surprised. The filter was visibly clean no dirt, grime or water. Changed it out and the engine would choke out at 2700 to 3000 rpms if I back off to 1500 to 1800 it runs fine. All fiters have been changed, no seepage at the lift pump, removed the fuel line and blew back into the tank to verify flow pick up.
