Roger most cruising "crews" consist of the "captain and his "admiral" and the naval competency of non-professional family crews on the ICW varies widely, law enforcement agencies know this and should as professionals adjust their operations accordingly. If you read the comments following the reporting of the incident, for the most part the Volusia County "potty patrol" are not.

As you know on the ICW boats passing in both directions at high speed are not uncommon, I don't believe "a potential collision situation had been developing for some time before the intentions of the law enforcement vessel were clear."
