For those that may need this. I sealed up around h260 water ballast area, so water must rise halffoot more to be risk. Now can lean when sail. Water was high in hole. See pics if want. - D

Sealing w silicone the gap in H26 ballast area around edge removes risk of water continually flowing up and to bilge if the water in hole should rise. Rise would be weird but strange things happen over decades.
There should be a washer with gaset facing underneath the wing nut. As for the air vent, you should have an adjustable drain nail plug. That should take care of your problem, not 5200
I used plain silicone, not 5200, so the sealing of the gap is reversible in 5 minutes of scraping.
