I must agree, it is a deck pipe. However I have heard it referred to as a hawser pipe, and if you Google "hawser pipe" you will see images like the OP has as well as oval ports that go through the side at the bow.Not a hawse pipe- that normally goes through a hulll side or bulwark. pic shows a deck pipe or naval pipe. More commonly called a deck pipe though, since it goes through the deck.
