I have thought about cleaning the bulkhead woodwork with a cleaner and then oiling with some of the wood paneling oil restorer. Anyone done this? My other thought is to to light sand and use a semi-gloss urethane. Thoughts appreciated.

I am cleaning up a Hunter Cherub 25, I'm surprized how much teak was put in this boat. If it's teak, don't urethane it. Urethane will blister, I used straight teak oil on the interior wood and it came back to life, looks beautiful. The original owner urethaned the some of the teak I used paint remover and reoiled looks great.
