I would say yes, that is probably a residual or flowback that cannot be expelled by the bilge pump. The water is either salt or fresh depending on the source. The bilge is intended to act as water collector and it is not unusual to find water in it. An inch of standing water should hardly be a concern. I would pay more attention to the maintenance and operation of the bilge pump. Regular sources of water in the bilge are the packing gland drip, the ice cooler drain and the shower sump. Leaks may also play a part arising from rain, stored water or sea water. Check and see how frequently the bilge pump cycles and what activities were being conducted, like motoring or taking a shower. When I step aboard my boat I seldom check the bilge but will manually switch on the pump to learn if it is running and if there was any water present and approximately how much. A undue amount of water will prompt a check on the automatic switch. Some people use meters and alarms so that they can monitor the operation of the bilge pump as an increase in frequency can spell a problem. In any given day I must glance at the floor boards 40-50 times to insure any water remains below that level. At night I may get up from my bunk 3 or 4 times and I test with my feet if there is any water on the sole. After a while you get to know your boat to see what is normal and what is not.
Good advice from Benny...1" of water in bilge in a 35.5, under normal use would not be an issue. Condensation from reefer or ice box drain (if not a reefer) would cause that as well as bilge pump not being able to remove all water. Draining from shower pan could also get into bilge if you don't have a separate sump pump for shower pan. My 35.5 is usually dry as a bone, but we've been in a drought, haven't used shower in years, and reefer currently is not running. Some 35.5s will leak through mast, down through compression post, into bilge. 1" or so of water would not bother me...ask again with more info. if this is no help.
there is a very slow leak from one keel bolt which adds up to one inch of salt water .no rust around nuts and bolts.
