Hunter 41 AC black water coming into build from anti siphon above exhaust elbow any reason why

If the anti-siphon elbow is properly functioning and the exhaust elbow is not clogged, then water from the system should not be seen.

I would check that the exhaust elbow is not clogged.

Is this from the Air Conditioning unit or is from the cooling water from engine cooling system?

At any rate, the vent on vented loops can usually unscrew so they can be cleaned or replaced. Try removing the vent and cleaning it. You can test it by blowing into the vent, a properly functioning vent will allow you to suck air through it, but not blow air out.
