Even after we pump out the bag and I use the head for number 1 and flush their is still liquids flowing out on the release valve on the port side of the stern.
Any ideas what to do and or how to fix this problem?

brown color and has a smell; however I use that blue liquid from westmarine and that reduces the odor

You did mention a valve? Replace it. Souge out the tank very good, lots of fresh water, and go for it. Very simple, and sounds like it needs it. Take a picture of the valve and someone here will know which direction to send you..
