Whether the water heater is on or not...
Has nothing to do with whether water flows out of it or not, only with whether the water is hot or cold. As far as water flow is concerned, a water heater is nothing more than a large bubble in a water hose...water comes in at the bottom of one side...fills up the tank...and when the water in the tank is high enough to flow out the outlet fitting at the top, water will come out when you turn on a faucet. When the water level drops below the top of the outlet fitting, the water pump comes on again to refill the tank. So if you're not getting ANY water--hot or cold--out of any of your hot water faucets, only a few things can be happening: 1. no water is going into the tank TO come out;2. water IS going into the tank, but you're not leaving the pump on long enough to fill the tank;3. Water is going into the tank, but none is coming out...or at least, none is reaching any faucets.Those are only possibilities. Find out whether there's any water in the hot water tank. Disconnect the outlet fitting at the top and stick your finger in it. If your finger gets wet, the tank is full of water...that means the problem is in the plumbing between the tank and the faucets. If that's the case, look for a kink or a leak in the hose coming out of the tank. Since no water will run out of ANY hot water faucet, the problem has to be between the tank and any branches coming off it. If it doesn't get wet, that means there's no water in the tank--or at least not enough to flow out the outlet...and that will tell you that the problem is in the plumbing feeding the tank. In that case, make sure there are no kinks or leaks in the hose coming off the water "main" from the pump to the hot water tank. Since you're getting plenty of cold water, any problem cannot be further back than where the line to the hot water tank splits off the "main." If you can't find any problem in the plumbing, turn off the water pump an disconnect the hose from the inlet fitting on the tank. Be prepared for a spill, 'cuz the tank MAY be half full. Check the end of the hose for any "mud" that may have built up in it to block it. Stick your finger in the tank to feel for any that may be built up in the tank, blocking the water flow. And oh, btw...make sure the breaker for the tank is off before you start doing any of this, and make sure the breaker for the water pump is off before you disconnect any hoses.If, after doing all that--AND making sure you leave the water pump on long enough to complete fill the hot water tank--you still can't get anywater out of the hot water faucets, I'm stumped.
