I have just purchased a 1981 Hunter 22, and it will be a nice boat someday. Right now it has a broken tiller ( easy to fix ) and a jib halyard that has been pulled out of the mast ( bought that way ). How do I re-thread the halyard?? One suggestion I recieved was that I should pull the blocks out of each end of the mast and run an electricians fish tape down to run the new line. The mast is laying in its craddle now because its getting cold here in Michigan.

That would be correct... since the mast is down you will need to use the electricians tape (although in a pinch, or last resort, I have seen someone use a metal tape measure)to fish down the mast. It might be easier if you can remove the sheaves at both ends. If the mast were up (although on a 22 I wouldnt do it), but the option would be to drop a weighted line down, and pulled out at the bottom.

In either case, once you have the halyard installed, check that it has free movement and isnt tangled or twisted around any other internal mess like electircal, other halyards, or VHF coax.

On my H22 my mast has two blocks on each side, with two sheaves. This allows me to run a total of four halyards. Next summer when the mast comes down for maintenance I plan on installing two more halyards. If one breaks, or comes out, it gives you the opportunity to run a new mouse line.
