Rick, The pennant is the line that attaches to the shackle on your mooring ball and then to your boat. Ususally used in pairs for safety and to reduce swing. This is the first time I have moored a boat and my mooring rig setup is what the harbormaster requested. You should check with someone in your area for the specifications for your mooring rig. /Ernie
