the deck is separating from the hull in on particular area(rear port quarter)and is causing the rubber rub rail to not fit properly...any body else experiencing this? or does anybody have any ideas as to how i can convince the deck to "sit down" enough to re-attach the rub rail...?

Probably the pop-rivets that were used have let
go of the glass. Open the whole seam for a distance of 6-8 feet (a couple of feet each side of the failure) and refasten the joint, sand bagging the deck if necessary to force the joint closed. If you can gain access to the inside, grind the glass clean and add a couple of layers of glass cloth and epoxy to the joint.
