I am the happy owner of a 1989 Hallberg Rassy 352 I have just bought here in Spain from his first and only owner.The Certificate of Navigability issued by the Spanish Authorities, and renewed by the previous owner until 2011, states that the boat is allowed to navigate only until 12 n. miles from the coast, with a maximum of 4 people on board. This is obviously very restrictive, and I have started the administrative process to change this to allow Navigation Zone 1 (unlimited navigation) and a maximum of 7-8 people on board. If the boat had a CE Design Category it would be no problem (for instance, an actual HR 342 is CE Design Category A – Unlimited ocean voyages), I would simply have to install the radio systems and the security equipment required. But since the boat has no CE Design Category (because it was built before these European regulations were made), the local Spanish maritime authorities require me to show them any technical documents or certificates where it clearly says that a Hallberg Rassy 352 can sail unlimited ocean voyages, and carry more than 4 people. (I have the Lloyd`s Certificate for the hull, but it contains no references to how far the boat can navigate or how many people it can carry on board). Can you please help me? I will appreciate any information, technical documents, certificates, user´s manual, etc., that would allow me to prove that a HR 352 is equivalent to an actual CE Category A, and can sail in Zone 1 –Unlimited Navigation-and can carry 7-8 passengers.
