I just purchased a 1979 Javelin in nice shape. My problem is that the rudder keeps lifting out of the mounting and I do not see anything that would hold it in place

If the top pintle extends below the bottom of the gudgeon about a 1/2", you may be able to drill it for a marine type safety pin. The marine safety pin can be found on page 37 on the Johnson Marine site:
http://www.csjohnson.com/ If you don't have enough pintle sticking out beyond the bottom of the gudgeon to drill through, you can purchase a rudder stop, or make one and mount it on the transom. Rudder stops can be purchased from Dwyer http://www.dwyermast.com/default.asp You screw the rudder stop in the transom above the top gudgeon and it will swing down, blocking the top pintle from coming up. To remove the rudder, you rotate it out of the way. They also have another type of rudder stop on the market that's made of thin stainless steel, that resembles a tang with a slight bend in it. It's designed to be pressed in order to release the rudder from the transom. I would install a stop and also install a lanyard to the rudder head and the boat just for safe measure. Rudders are expensive to replace.

The Day Sailer and the Javelin used the same rudder, my 1979 DS II has a hole drilled in the top pintle, they came from the factory this way. Does your boat have a replacement rudder? My rudder is mostly solid fiberglass and has never lifted out of the gudgeons while sailing, good thing since it would sink fast. We used to have a larger sailboat with a solid mahogany rudder and on htat boat you HAD to insert a pin into the top pintle, otherwise the rudder could (and definitely WOULD!) float off the pintles while sailing!
Drilling a stainless-steel pintle for a pin is not impossible, but will require a sharp bit! It might be easier (not as cheap, but) to buy a replacement pintle from D&R, Rudy sells them pre-drilled and with a safety pin. www.drmarine.com
