How to clean inside diesel tank on 29.5 ?

I would like to inspect or/and manually clean the fuel tank of my 29.5 94'-95' model.( port under-floor cockpit locker) after several years of use. It looks like I can barely get to it's esentials conection with difficulties, but it does't looks like there is an opening large enough ( or any at all) to get with the hand or tool into it. Also , the fact that the tank is lower than the engine fuel elements , does it make it difficult to bleed , or difficult for the pump at high volume/high RPM rate , or other related problems? Fuel tank access

We have a H33 and there is enough room above the tank and below the deck to get an arm in, so the previous owner pulled out the tank and cut a hole in the top and added an access port so one could get an arm in to clean. We are now looking to do the same thing for our water tank
