I dont think there is any way for a moored boat to lay down. A moored boat should swing freely around pointing into the wind, and would never be hit broadside to lay it over. If you are referring to the winds and seas we had this past weekend here in PH, you should have no problems. As MrUnix said you problems would be from breaking free of the mooring, or drag your anchor. Which brings up how is your boat moored out there. I know that particular mooring field has a variety of bottom devices. While I was moored out there, I put in a 6' helix.
