Moored with the sails down? I doubt anything short of a tornado could lay it down.. chances are, it will break free of the mooring due to high seas well before the wind ever causes it any problems, and then you have a whole 'nother world of problems.

Last Wednesday evening we had 60 knot gusts lasting up to 10 second at our marina they told me. The race was canceled earily so I didn't go out. 2 crews had stayed around talking when it blew in. They started checking all the boat lines on R dock and one of them said my boat was heeled over 20+deg. in my slip when a hard one hit. He was checking my stern lines at the time so he saw this on my inclinometer. This hit mine from the side so I doubt it would bother yours at all head in at anchor. Long as your mooring line and cleats hold fast you should be fine.

I dont think there is any way for a moored boat to lay down. A moored boat should swing freely around pointing into the wind, and would never be hit broadside to lay it over. If you are referring to the winds and seas we had this past weekend here in PH, you should have no problems. As MrUnix said you problems would be from breaking free of the mooring, or drag your anchor. Which brings up how is your boat moored out there. I know that particular mooring field has a variety of bottom devices. While I was moored out there, I put in a 6' helix.
I was on mine when it was getting hit with 60 mph gusts while in a slip. Damn near knocked me off the boat. She heeled just a tad.
