Well, I have taken two approaches in the past. Once on land and once in my boat. The first was at a Restaurant I used to work at in a bay. It was at the end of a dock and surrounded by water. We used to have power boaters and PWC go as fast as they could strait towards the Restaurant and turn at the last minute to soak our customers. Sometimes they even hit the restaurant. Getting the police involved in time and proving anything let alone damages was nearly impossible. My solution was a potato cannon. A few flaming shots across someone’s bow normally gives them the hint. I didn't try and shoot at them, just a nice display of trouble. Worked every time. Another was more recent. A boat on the same dock as me came cutting across my bow, overtaking me, and cutting me off as I pulled into the marina. Then as soon as he got into the narrow channel. He stopped dead with his big engines to put out his fenders. I had to swing the boat around to miss hitting him and got soaked by his wake. But I let it go. The very next day as I was coming in with another boat on my dock, he was the first one over to give a hand docking. I don't think they are generally mean spirited, just ignorant because their boats can be very different. In my experience, if you can, politely educate first. Stephen, that potato cannon sounds fun

but when I recall when I used to make them as a kid (with tin cans and tennis balls) it take a little bit of time to set up and by then the boat would be gone. Either way - with this stupid litiguous society you might get sued for "endangering a boating vessel" I think the smarter thing would be to shoot him ----- With a video camera. The second those idiot boaters and PWC's come around to spray your dock restaurant, turn on the camera and make it known that you will be going to the authorities. I believe there are big fines that can be levied on that behavior and I'm sure the CG and the judges would take whatever steps in their power to stop that behavior. A picture is worth a thousand words...be sure to get the registration # is at all possible.

FYI on the regulations

Federal Requirements --- "Negligent or grossly negligent operation of a vessel and/or interference with the safe operation of a vessel, so as to endanger lives and/or property, are prohibited by law." " The Coast Guard may impose a civil penalty for negligent operation. Grossly negligent operation is a criminal offense and an operator may be fined up to $5,000, imprisoned for one year, or both." Some examples of actions that may constitute negligent or grossly negligent operation are: Operating a boat in a swimming area. Operating a boat while under the influence of alcohol or drugs. Excessive speed in the vicinity of other boats or in dangerous waters. Hazardous water skiing practices. Bowriding, also riding on seatback, gunwale, or transom. etc, etc If you get the solid proof (Video tape) then you might have something to really have "bite" and enforce compliance and get poor behavior on the water changed. http://www.uscgboating.org/safety/fed_reqs/law_negligent.htm
