My friend bought a boat in Santa Barbara. The seller wasn't sure if the boat had a TIP. Is there a site on the Mexican Government Sites where the hull identification number can be entered to see if there is a TIP? Or does the owner just have to fill out the paperwork and submit it to find out?

I think the prior owner has to cancel the TIP. I believe that can be done at a counsel office or embassy. At least I was able to renew mine there. I know of no portal to check. Indeed, the navigation on the site is challenging to say the least (for visa application.)
