Hot water Heater

Help! My hot water heater is always on. I disconnected the switch at the electrical panel and it is still on. Any ideas?

Disconnect

Ted, Shut off your shore power then disconnect the wires at the H2O heater. Trace the wires back to the panel and make sure they're connected to a breaker(15amp). Sounds like they by-passed the breaker..... Good luck
