Honda motor cooling water

I have a 2000 Honda 9.9 engine. A great motor- my most important piece of safety eqipment on board. My cooling water is clogged. The inlet ports are clear, so it is somthing internal. The only time the motor is in the water is when its running. And I flush the motor with fresh water each fall. When I laid her up for this past winter I had a good water discharge flow. Any idea's? Thanks

Spiders. Don't laugh!

I had a spider web/cocoon way up inside the hose by the block. pull the rubber hose and make SURE it's clear. Tom s/v GAIA
