Help with keel repair

I have a buldge on the starboard side of my keel. I think it is the result of a keel bolt leaking during the winter with freeze and thaw. Any suggestions on how to fix the buldge? How about the leaky keel bolt? I also have a gouge in the material that covers the lead on the rear of the keel. Any suggestions on what material to use to patch (size of a silver dollar and maybe 6 mm deep).

hello bruce, poke a hole in the bulge to look inside /drain water, then go from there. don't have iny info on bolts john
