Harken Mark II Furler question

Once removed mast for winter in new to me boat found this black rubber part of the Harken Mark II furler showing signs of rope burn as well as serving no purpose that I can determine.
Is it supposed to be attached to the top of SS part? (Foil?)

Open to any advise offered as it just does not appear to be serving any purpose that I can tell.

OK just a wild guess here but looks like something the previous owner may have put on to keep tension on halyards to keep them from banging and making noise ?? just my guess ! ? !

The top of your furler should have a black protective piece. It keeps the aluminum from touching the stainless head stay. It does not look like the black piece in the picture. Looks like the PO tried to keep the halyard from the aluminum with the rubber. You probably need to replace the Harken black plastic fitting and install a halyard restrainer on the mast. This will assure that the halyard will not wrap on the head stay when furling. VERY IMPORTANT !!!

Scotian, not quite your question, and I realize your forestay is is alingned fore and aft, but you may have one extra toggle between the forestay and mast unless it's there to lengthen the stay. Too late to change that out, though. Also, I believe I would put some washers on those clevis pins to keep the stay centered and stop the parts from getting cocked at an angle, like the stay eye at rest in the second picture, and wearing out the eye hole. The plan is for the assembly to pivot on the toggles, not the stay-eye.
