Handicap Question on Cruising Class

Got the formula, but don't understand the context: I am participating on an overnight race in cruising class that permits some limited motoring and then assigns a handicap for the time the engine was used. the formula is: Penalty=engine time * 0.40 * square root of Load Waterline Length. So, for my L40.5, for one hour: 1.0*.4*sq. rt. of 35.4= 14.2. What is 14.2??? Is that seconds per mile? Any hints concerning when the penalty is worth it? Rick D.
