H38 Fuel overflow valve

I noticed the pictured fuel over flow valve in the store on this website. We haven't had much time yet to explore the systems of our new to us 08 H38. Is this valve installed on the 38 from the factory and does it actually prevent fuel spills thru the vent? I installed one of those fuel whistles on our 84 H34. That device worked well if you don't mind the whistle sound when fueling..
