H25 Rudder

The rudder had some play in it, and I removed the collar today that holds it on and it appears to be a bit worn. It also appears just one screw holds this thing on / up? Any ideas on where I can get a collar for this, I do see some in the store on here, but are they the right ones? Does the new collar measure from the inside of the diameter or the outside?
