H25 cabintop handrails--what are they attached to?

There are raised strips on the exterior cabintop of my 1979 Hunter 25 that the handrails are screwed into. Does anyone know what is in those strips? I'm thinking they probably glassed in a couple of wood battens to give the screws something to bite into. A couple of the screws have pulled out and I need a fix.

grab rails

On my h23 I had some screws come loose . I drilled holes slightly larger than the original . Filled the holes with some fiberglass (might have used git rot ) anyhow fill in the hole , let it cure and then redrill for the size of screw you want to use . Hope this helps, Mike
