I believe the ground wire from my sanitation system seacock is not connected. If the end is what I think it is, it is unconnected in the area under the electrical panel, above the fuel tank (in the engine space). Where/what should this connect to?

There's no real reason to bond the sanitation system seacock unless you're bonding all the underwater through-hulls to a large zinc for galvanic protection...which I don't recommend.

I am a little confused by the post but I would guess you are referring to a bonding wire not necessarily a ground wire. If it is green or bare copper it is more likely bonding than ground. The ground point on most inboard powered boats is the motor.
Of course with boats anything is possible and a PO could have used a seacock as a ground..
It is a heavy (thick) wire, possibly 12 or 14 gauge, insulated and is attached to the thru hull/seacock.
Does it pig-tail off to the next seacock or are the rest of the seacocks connected by a similar wire?
I haven't traced it yet. I am not entirely sure that is what the unattached end goes to but based on the color and size (significantly larger than the other wiring) I am fairly confident that is where it goes. I think that some of the others have wires connected but again I will have to check to make sure.
