Mine has to be in forward gear to release the tilt lock whether the motor is on or not. I believe that this is by design. I have the opposite problem. I have to reach behind the motor to flip a lever to drop it from the tilt position. It's easy enough to reach from the tilted position but kind of annoying. I don't recall ever having to reach behind the motor with the Honda I had on my previous boat.

I have the same, though propane. It is harder to latch and unlatch the tilt lock lever than it was on the 2004 Tohatsu it. replaced.. So maybe there is an adjustment.
I always thought the tilt-in-forward gear was normal on outboards to prevent damage when grounding in shallow water. Less important for keel boats, naturally. I first came across it in a 60s era Evenrude 6hp.

10Q! Yes, the netting on the foredeck was initially necessary for dropping the jib single-handed without losing it overboard, then for safety of the grandkids venturing out of the cockpit.

The engine tilt release should be enabled when you place the gear shift in FORWARD (with engine running or shutdown).

It sounds like you were manually pushing up on the hooks to allow tilt...

Oh better yet , attach the propeller on a shaft to a squirrel cage and feed the squirrels to go. To stop, quit feeding squirrels. To reverse, turn cage around
