I have a gas can in a swim platform locker that I want to transfer fuel from, up to an outboard on the stern rail without hauling it up there. A simple manual pump I guess but which one?

Not good

I don't think keeping gas in a locker is a good idea and even bad idea
to use a pump I am guessing 12 volt.
I think if you had a gas tank made for a outboard would work on your outside stern steps and just squeez the bulb.

I keep my gas in jerry cans on the rail and keep a small one gallon can for the OB. Transfer via shake siphon and bring the small can with in the dink, nice to have extra fuel.

Ok to store gasoline in swim platform locker as long as it is Lower than the cockpit sole and has an overboard drain at the bottom. Do not use any type of electrically powered pump. Always a manual pump with gasoline. Kerosene pumps work well. Will also siphon.

As a full time cruiser, I have to move gas a fair bit. Into the dink fuel tank and into the honda put-put.

I made up a spare fuel line with a squeeze bulb. It has a 2' hose on the intake and an 8' hose on the output. I can move gas from jugs on the rail to any tanks. If the dink is in the water then a syphon will run automatically once I start. The honda sits a bit higher so a syphon will not work. 100 squeezes gives me a gallon.
I put a brass hose barb in the end so I can stick the other end on when done and contain spills.

There are other devices similar to a squeeze bulb available in auto parts stores that will move more fuel.

I agree...
With this method, it can be used to pump uphill, or used to pump to get a siphon started if the tank being filled is below the tank that is being pumped out of... its more versitile than a siphoning hose alone, and takes up no more space...

When I used to sail on an inland lake there would be times when the static electricity on the boat and sails would literally make your hair stand up. Suggest you take this into account when working with plastic gas containers.

Here lies the late John Bull
He wanted to know if his gas tank was full
He struck a match to take a look
And now his life is a closed book

Don't know the source

Sounds like Burma Shave !
Static when pouring can be a real problem.. I have memories of looking into a RR tank car being loaded with motor oil.. The static electricity danced and glowed on the surface of the oil all around the place where the poured liquid met the bulk oil inside the car! .. I was impressed
