Your MIL-D-3464 turns out to be a naturally occurring mined zeolite clay, it is an aDsorbent.

Most interresting is that it regenerates at 120°F which should also release any oil vapor it attracts - as oil vapor will 'coke' in zeolites, etc. when the regeneration temp goes well above 300°F.

The location of the C310 vent is on the back transom, not sure I can bury it to create a siphon, even in an extreme heel.

No, I have my own electronics lab in Gaithersburg MD and repair mil-spec hardware. My packing requirements frequently include these packets, so I have a bunch of them. I take some pics of them.
