Fuel system

I have a Universal M-12 and it appears that when fuel is pumped to the engine it goes directly into the fuel filter then to the injection pump and fuel that is not injected into the engine is returned to the fuel tank via return line. The electric fuel pump that feeds the engine from the tank runs continually when key is on. My thoughts are that the fuel which is not burned is continuously cycled through the filter. Could this be correct?

My Westrbeke 10-2 works the same. Turn off key to stop fuel pump.

Absolutely. Surprise, you have a 'fuel polishing system' and didn't even know it.

I have the same engine and fuel system and yes you are correct. Not only fuel polishing (not much flow though) as capta points out but continuous self bleeding. No need to manually bleed, something I wouldn't look forward to on other systems.
