After replacing the faulty sending unit with a 33-240 ohm Tempo unit, my gauge still does not work. By placing a 10K ohms variable resistor in placeof the sending unit, I determined that it needs ~2k to read empty and ~1K to read half full and 300 ohms to read full. The gauge, which I suppose is the original one, has a small "D" in a segmented circle as the manufacturer's logo. I spoke to Dennis at Seaward Products (the maker of Catalina Yachts panels) and he cannot figure out what the gauge is and/or what sending unit it tkaes to make it work properly.
