I read the article in the Head Mistress Reference Library on Fresh water system recommissioning. The version I have (from 2002) is a bit confusing. It says something like: - mix a solution of 2oz bleach with 1 gallon (presumably US?) of water. Make one gallon of this solution for every 5 gallons of tank capacity. Pour the bleach solution in the tank. - Fill the tank with fresh water. - etc etc. The confusing part is that this yields a solution in the tank of 2oz of bleach per 5 gallons of water (4oz/10gallons). A little bit further down the document there is a claim that anything less than 8oz/10 gallons is not enough to sanitize. Did I read the instructions wrong? Would it be fair/correct to rephrase the instructions as: - add 1oz of bleach for every gallon of tank capacity. You may want to dilute the bleach before adding to a metallic tank. - Fill the tank with fresh water. - etc etc. I realize that this is 10oz/10gallon but I suspect that the extra will not hurt the boat and will kill more effectively.

Discard the '02 version...

The confusion you've noted makes the reason to discard it obvious. The correct ratio of bleach/water is 4 oz/5 gal (1 pint (16 oz)/25 gallons, or 1 quart/50 gal is easier to remember).
