There are also a number of active applications, but I don't know the politics.
No mention of any proposed NDZs there, just land issues.

And these are all fresh or brackish water estuaries. The comment period ended in Feb and I haven't heard that EPA has turned any of 'em into NDZs yet.

The EPA maintains a list of NDZ that they keep up to date. They don't include every INTRAstate inland lake, but do include all the coastal NDZs and all ones on INTERstate navigable rivers. EPA NDZ list There are marinas who think that no discharge is "doing the right thing for the environment" (which, if it could be applied to Canada geese, it would be)...they're private property, so can make any rules the want to as long they don't violate federal law. They're not included in the EPA list 'cuz they ARE private property, but all the cruising guides--at least the good ones--include 'em and also pumpout availability.

I'm not saying right or wrong, just that there is some movement and that Deltaville is also NDZ (coincidental, that where I bought my boat and where I keep it are BOTH on the list, so it feels common to me).

I live near a city with a Combined sewer (http://www.dcwasa.com/wastewater_collection/css/default.cfm). I shudder when I think of all the dingy sailing I did. Their solution is signs. I run plants treating industrial wastewater (oily but not particularly toxic); they'd shut me down if I tried that reasoning. Go figure.

Moaning that there are not enough pump-out stations in the Chesapeake is plain false; there are many and most are open 12 months.
You sail on a different Chesapeake Bay than I do. After my first winter living aboard I bought an Electroscan. The only pump-out I could get in the winter was from an (expensive) truck that came to the dock, requiring of course that one be close enough to shore for the hoses to reach.

Nuclear power is already being used to power some navy vessels and even some freighters and tankers.
Lots of First World Navy capital ships. The four attempts (Russian, German, Japanese, and US) at nuclear-powered commercial ships have been grossly uneconomic. Only one--Russian--is still in operation and it is being refit for the third time to try to find a function in which it can make some money.

There are shore-based efforts to develop micro-nuclear plants that may bear some fruit that can eventually be applicable to maritime endeavors.

I have often sailed over an hour to get to one of the few marinas in my part of the bay, that have pump-outs, only to find that it is locked, or someone more important than me uses the fuel dock to transient tie, or it does not work.

My old marina regularly had at least one large boat blocking the pumpout (was also the gas dock), unless you could fit in a 20-22' finger. With my size boat, getting in and out is often a challenge as I would need to bend the boat around piles with lines - as there was no room to turn under power, or else back out from the way I pulled in.

In all cases they simply pump to a shoreside septic system that needs a lot of work....there is no "city sewer" in most of the NN....
