I'm replacing the standing rigging and the original furler with a profurl c290, I've been looking at the new furler setup and I'm trying to figure out how I tension the fore stay with the furler installed. Do I need to tension the rigging first and then install the furler?

You set the length of the forestay in acord with the design of the manufacture. Should be the same lenght as the forestay you remove. You tighten the forestay by pulling the mast aft. Use a back stay tensioner on a mast head rig, or the aft stays on a B&R rig.

As JS pointed out. You don't tension the forestay, you set its length for the rake you want, then tension the aft stays. It will be the same no matter your roller furling rig.

Thanks, that makes more sense than what I was thinking.
