flush-mounted angled brackets

The post's title is a bit obtuse, but the question is simple - I have a flush-mount flag staff bracket that is angled at 20 degrees, what is the best method to drill this hole in my coaming?

drill and file to fit angle of barrel.

I purchased a fishing rod holder that mounts to the stern railing. It holds a flag perfectly with no new holes in the hull.

With most flush mount flag sockets I've seen the screws go in straight but the recessed tube receptacle is angled. Do you have a picture of it..?

this isn't the exact socket I have, but essentially the same. . . the socket I have is a Taylor-made SS, listed as 20 degrees. . .
