What is the best way to run pennant flags on a 23?

My boat and many others have a small block on the center-bottom of the starboard spreader. Then there is one of those little clamp-on cleats on the shroud. I use those hooks that look like a safety pin to attach my flags. http://www.nationalsupplyonline.com/Pins_Clips.html
