Benny, there is not much about flags on the high seas. Since the oceans are not really regulated by any agency you can pretty much do what you want. My friends who have traveled, some around the world and some to the far pacific say that customs are different with each country. They report that in Mexico (on the west side) different regulations appear for different ports. Some tax you upon arrival and some when you leave and some both ways. Paper work appears to be important in Mexico ports.

To all who are planning to install a flag halyard on your spreaders (either port and/or starboard), attach the block or ring MID way on the spreaders. If you go to the outer end, your burgees will continually hit the shroud and wear your burgee out plus making an annoying sound when you are below. All night, 'ting, ting, ting,' until I went up and took them down. If you do it mid way, the flags don't hit the shrouds.
Also I tie my flag halyards on my diagonals near the mast. My sails never get near the flag system.
For those without a back stay, Taylor Made makes an a very well designed product that goes on the stainless stern pulpit, They also sell a stainless steel pole with flag attachments that has a ball at the top. Very well designed,
however, very, very, expensive. Shop around. Attached is the picture of mine.
