Some states require a state saltwater fishing license. How far offshore do these requirements extend??? I am not a big fisherman but like to eat fish. Specifically I plan to sail from Mobile to Panama City. I am thinking about trolling just to see what happens. How far offshore do I have to get to be exempt from Alabama and Florida's fishing license requirements??? When I go into PC how do I prove that any fish caught were caught offshore??? Obviously if we make sashimi or Cheviche for immediate consumption we'll be OK unless they pump our stomachs. Is fishing tackle not in use but on the boat evidence of intent to fish??? I don't want to break any laws but also I don't want to buy a Florida and Alabama license if they are not required. With my luck I'd buy the licenses and not catch any fish.

prove it

I'm not sure either as to the correct answer but I'd guess that within 3 miles of the Florida coast you'd be considered in the state of Florida, 12 miles is usually the international boundry for fishing. If I were in your shoes I'd have a valid licence for my current state and enjoy the trip. As for fish you might be found with, that's simple, you cought them in your own states waters. Thats my story and I'm sticking to it! There is no law about transporting fishing equipment (the basic stuff, not commercial nets, etc.) on your sailboat.

It's not that simple

If I have a Alabama fishing license and wander into Florida waters they can fine me!!!! Same in reverse... 3 miles is probably the limit. Alabama regulations state that fact. But I can't find Florida's regulations on their web sites.. My fear is that I'll catch a few fish legally in Federal waters and then be fined as I enter Florida's water to anchor. With GPS it should be a simple matter to stay south of state waters.
