The class rules for jib measurements state that dimensions shall not exceed:

Luff Maximum—14350mm
Luff Minimum—13250mm
Luff Perpendicular (L.P.) Maximum—4173mm (105% of J)
L.P. Minimum—3975mm (100% of J)

Apparently this is enough to design a jib sail. I think that I need another another number or two such as leach, foot or deck angle.

Well that might get you a jib. But not a good one, let alone a great one. Leech and foot length will make up the other big part, alone with leech camber. Foil or furler will also make a huge difference. Draft and expected headstay sag as well. Here's a simple NP jib. If you want I can go measure parts of our Doyle Stratus #1; its a 105%

After the original post I realized that the class rules essentially define a minimum and maximum area.
