I have another interesting race situation. Three boats finished a race. Six boat had given up and went to shore. The committee boat gave the last boat left racing fourth place without finishing the race. Is this an acceptable practice at other clubs and is this accepted under the rules.

Check your SIs. The RRS say they must describe how non-finishing boats are scored.
Typically points are given based on the number of starters or finishers.
Often it's number of finishers +1. Like it seems in your case.
They should also describe how boats are scored if they are:
DNC - did not come to starting area
DNS - did not start
DNF - did not finish
TLE - time limit expired
