Filling in a hole.

I want to move the bulkhead compass down so that the mainsheets don't scuff it up when running. When I'm feathering out the surface around the hole to the recommended 12:1 ratio, should I bring the new epoxy surface out flush with the gelcoat? Or flush with the existing fiberglass, and fill in with paint? And who makes a traveler that will not interfere with the cockpit storage hatch?

Fill to the level

of the old glass. and fill with filled resin and sand and polish smooth. then paint. a dry paint film is only .004 inches thick.

Plug the hole

If you are just moving the compass on the same bulkhead use the cutout bit from the new hole to fill the old hole. Glass over the back of the plug to make it a part of the bulkhead and just fill and finish the saw kerf on the outside of the bulkhead. It will be much easier to fair and finish the saw kerf than to fair and finish the entire hole.
