Always report it
Two observations....
1- Always tell the USCG at first opportunity, with full description, time, and lat and lon. Remember that unreported crimes do not exist, and more reporting can have positive effects on patrol locations and budgets. Also, if they get a bunch of sequential complaint calls they will start really trying to find the offending vessel.
2- If the attempted collision is that close, you are properly "in a distress situation" and, fearing for your health/life, certainly will need to start firing off 12 gauge flares. If the violent rolling of your boat from the near miss causes you to slip or fall or affect your aim and the distress signal should just happen to land on the other vessel's fly bridge, that will just bolster your case that his "voyage should be terminated",skipper jailed, and his vessel seized.
Too bad about the totally unintended and unfortunate fire damage, too.
