Among my 6 fenders, there are always 2 or 3 that are missing some air pressure. Can we change the valve, is there any way to stop them from leaking or I will have to buy new ones. Cause they are still very usable.

If they are Taylor brand, you are in luck. If not, consider their replacement policy when you next buy fenders.
some fenders have valves that CAN be replaced... west marine carries a couple of different types of valves
but also... I had one that kept going flat and I removed the valve, cleaned it and the seat the best i could, and then lubed it with silicone grease. after doing so, I found it would screw in a bit farther and it has never leaked since...
