Extra Hose?

Launched my new to me C-27 tall rig this weekend. At first it seemed like the stuffing box was dripping quite a bit as the bilge collected about a gallon of water in a few hours and continued. That was yesterday. Today it seemed to still be leaking. I had to move a lot of stuff out of the quarter berth today and see that the stuffing box looks fine. There is a clear vinyl hose in the engine compartment that seams to have no purpose other than to leak water. The hose is about 2" in dia. and blocked at one end and loops around the muffler and the other end terminates somewhere behind the muffler on the port side. I can't see any use for this hose. Could it be a fill hose for the water tank and replaced with a new one? Can't see very well under all the stuff in the lazarette and between all the bulkheads and liners.
Any ideas on what this hose is?

Bilge blower hose? 2" is too big for fresh water fill line, or I would think

Didn't get a picture but:

I spoke to the Previous Owner after posting this. He said this hose is, he thinks, the water fill hose to the water bladder. The original owner had put in an extra bladder water tank. The PO thinks the guy before him disconnected it, hence the plug on one end. The PO had new scupper hoses installed last fall and thought maybe those hadn't been install correctly. I checked the connects of these and they seem fine but there was water in the bilge but we got a lot of rain Friday. So back to more exploration.
