DIY sand if you have the free time and appropriate equipment but make sure you don't penetrate the gelcoat.
It all depends on what it is you are trying to achieve - racing bottom or good enough for cruising, what type of paint is currently there, what paint you want to put on, etc... The more info you can provide, the more responsive we can be.

Best DIY job, in my opinion, is walnut shell blasting. Very easy to master and needs no specialized equipment unlike soda blasting. I would not recommend sand blasting. Walnut shell blasting equipment is not much different from sand blasting equipment you can get at your local tool rental.

If ablative clean the bottom every month. Within a couple of years you may have gotten rid of all the excess at no extra cost.

It's pretty unlikely that the paint is ablative, since there is an excess build up of it.
